This study explored the dualism in the management of Islamic education at Madrasah Ibtidaiyah Al Ishlah Rancajaya and Sekolah Dasar Negeri Karyasari 2. The aim of the research is to analyze the differences and similarities in managerial aspects, curriculum, and the implementation of Islamic education in both institutions. A qualitative descriptive approach was used, with data collected through interviews, observations, and document analysis. The findings revealed that the madrasah is managed by the Ministry of Religious Affairs, where religious and general education are integrated in a balanced manner. In contrast, the public elementary school is governed by the Ministry of Education and Culture, where Islamic education is limited to specific hours within the curriculum. This dualism impacts the development of students' religious character and influences the overall quality of their educational experience. The research highlights the need for greater coordination between the two ministries to establish a more cohesive and comprehensive approach to Islamic education, ensuring that students across all educational levels receive equitable and high-quality instruction. It is crucial to bridge the gap between religious and general education to support the holistic development of students in both public and religious institutions.
